A solicitation package doesn't put the scope in one place. It's spread across the SOW, the PWS, the attachments, and whatever the amendments changed since. Reading it properly is a day's work, and it happens before anyone has decided the pursuit is worth a day.Verdict reads the package and writes the scope back to you — what the government is buying, what it expects the contractor to do, and under what conditions. Most summaries fail in the same way: they compress the document instead of answering the question. You get shorter prose about the same subject, and you still have to open the SOW to find out whether the work is actually in your lane.A scope summary earns its place if it answers four things without you going back to the package:
If a summary can't answer those, it's a précis, not a scope summary.
What the contractor is on the hook for.
The obligations, deliverables and performance conditions that define the work.
Where and under what constraints.
Place of performance, period, clearances, staffing, site conditions.
What changed.
Amendments that moved the scope after the original package dropped.

Where every line comes from
A summary you can't check is a summary you have to trust. Verdict doesn't ask you to.Every quote in the scope summary is checked character-for-character against the source files before you see it. If one fails that check, the analysis is withheld — you don't get a summary with a warning label on it. And when a run is months old and someone asks why you pursued this, the summary is still there, citing the solicitation by document and page.

The scope summary tells you what the opportunity asks for. It doesn't tell you whether you should chase it — that's what the hurdles and the verdict are for, and they come out of the same run.It also isn't a proposal outline.
